In the Filled iteration you deal with the meat of requirements gathering, when you ask questions, write use cases, and have the majority of your contact with the system stakeholders. When this iteration is complete, you will have collected sufficient information to describe the system. For many projects, design can start from use cases like the ones you create in this iteration.
