One of the apparent reasons for renaming the Site panel to the Files panel is to accommodate one of Dreamweaver MX 2004's new features: siteless page editing. In prior versions of Dreamweaver, a site needed to be defined for relative linking to function properly. In 2004, however, Macromedia has enabled developers to create pages without having to build an entire site first. Although it might seem logical to build a Dreamweaver site for most projects, there are times when you might need to build a single page or edit another developer's work and not need to walk through the process of creating a site for such a small project. With the inclusion of this new feature, you can choose whether a Dreamweaver site is necessary for the project.
