Along the coastline of the Shandong Peninsula, there are 26 large and small ports with a cargo handling capacity of over 100 million tonnes per annum. Qingdao, Yantai and Weihai are the major cargo and passenger ports, while Rizhao is one of China's most important specialized coal transportation ports. Other ports include Dongying, Longkou, Shidao and Lanshan, who together with the above ports have been approved as first-class open ports. Qingdao is the fourth largest port in China. Qingdao port's container handling capacity is second only to Shanghai's. Several major railways run through the province offering rail connections to all major cities around China. A new rail development programme will further strengthen the province's links to other localities. Shandong has the best developed highway network in the country. The highway development has contributed greatly to the province 's economic development and its effort to develop its highway network has been a model for other provinces and localities. Shandong has nine civil airports and the two international airports, at Jinan and Qingdao, offer air routes to domestic and international cities.
