Scope planning

The main aspect to determine during scope planning is how the scope will be specified and verified for the project's objectives. The starting point for this work is the project charter and preliminary project scope statement, which is provided by the project sponsor. Other inputs that would be useful in developing the project scope management plan during scope planning come from the organization's culture and market conditions, the policies and procedures related to the planning process, together with any useful historical information from previous projects. The conclusions of this work should produce a scope management plan that is able to detail how the scope will be planned, managed, verified and controlled for the project.

PMI says

'Scope Planning (Process). The process of creating a project scope management plan.' PMBOK Guide (p.375)

Factors such as the size and complexity of the project will influence the amount of effort required to complete the scoping process. If an organization is regularly involved with small or similar projects, there may be utility of using a standard template for scope management. Most projects are unique by their nature, although many topics are comparable, so there may be an opportunity to produce a generic template.
