Dr W. Edwards Deming (1900 1993), a pioneer of modern quality management (whose work in that field is discussed in Chapter 8). Deming acknowledged Walter A. Shewhart (1891 1967) and his Shewhart Cycle as the origin of the PDCA cycle, although its origins can be traced further back.

This term derives from the term 'recognized air picture' used in NATO air warfare, and which plays a key role in RAF and USAF doctrine. Without a recognized air picture much time is wasted and risk created by uncertainty over who thinks what is where in the air. Even if the recognized air picture is wrong, it soon gets corrected as everyone is alert for errors in it, everyone is updating it through a standardized common process, and everyone gets the updated picture at the same time. There is much to be gained in all parts of project management from adopting the concept of the 'recognized picture'.
