In the Timeline, double-click the clip to open it into the Viewer. With the Slip tool, drag either edit point left or right. With the default Selection tool, hold down Shift and drag an edit point left or right.

With an edit point selected, you press the left bracket to roll back one frame, the right bracket to roll forward one frame.
