How were CPT Competencies Derived?


In order to create a credential, it is necessary to establish the competencies or standards needed for successful practice. In the case of PT, there was considerable previous work to use as a foundation. Under the leadership of Judith Hale, president of the International Board of Standards for Training, Performance, and Instruction (IBSTPI), Instructional Design Competencies: The Standards was published in 1986 (Foshay, Silber, and Westgaard, 1986). Pat McLagan (1989) defined the competencies needed for Human Resource Development (HRD) through an American Society for Training and Development (ASTD) study. These HRD and ISD competencies have been widely respected for many years , and serve as models for practitioners and researchers. William Rothwell's research led to defining competencies for human performance improvement (HPI), which were also published by ASTD (1996). In addition, William Rothwell created a self-assessment tool to help practitioners determine strengths and areas to develop. Rothwell broke down the jobs in human performance improvement into analyst, change manager, intervention specialist, and evaluator . Rothwell, McLagan, and IBSTPI efforts and competency research studies (such as Guerra, 2003) provided the basis for defining the standards and validating the competencies needed for performance technology.
