Part IV: Appendixes
The names.ora file is located in the $ORACLE_HOME /network /admin directory and contains parameters that define an Oracle Names server. Those parameters are described in this appendix.
If you make changes to your names.ora file, you must restart your Names server in order for those changes to take effect. It's also good practice to delete all the checkpoint files when doing that. The checkpoint files are the *.ckp files normally located in the $ORACLE_HOME /network /names directory.
