Following the definition and negotiation of the project's scope, objectives, stakeholders, and related projects, the next step in planning your project is for you, your team, and your stakeholders to analyze and select the appropriate project development strategy (see Figure 11.1).

The choice of project development strategy is one of the most important decisions that you make during the planning sessions. As we also discuss when examining risk assessment, the choice and, in some cases, alteration of project strategy has generally been made covertly and intuitively by the technical experts in a project. It is a key concept in our new approach to project management that issues about project development strategy are made public during the planning process and that the final choice and approval of project strategy is made by your project sponsor and stakeholders.
