A PPS delivers its services to applications running on a group of related mobile terminals. Privacy, security, and the regularization of a mixture of location technologies are all important aspects of PPS operation. The primary scenario is to provide standardized access to location information for the group.

PPS functionality to meet this limited requirement can be provided without a specialized navigation engine. Regulatory and legal requirements may impose greater responsibility for authorizing access, authenticating users, protecting information, archiving and retrieval in the case of criminal or other investigations.
