Adding Behavior to XML

A seemingly inevitable extension to XML has been a move to include behavior, or programming logic, to the Web. XML is widely regarded as "data" and therefore passive. However, the tool usages described previously showed how XML could be used to parameterize the use of a tool. RuleML is a markup language for rules that can be used to implement a wide range of behaviors.
