Being a distributed database, there are quite a few things that can affect how DNS operates. Perhaps the first place you should turn when you encounter a problem you can't solve yourself is the comp.protocols. tcp-ip.domains FAQ. Chris Peckham maintains it and posts it regularly on the newsgroup.
