Building the components of your measurement program should be mechanistic, Figure 13.9. This does not mean that the build process will not consume significant resources or take a considerable elapsed time to complete: it simply recognizes that most of the work should have been done during the requirements specification and the design stages.
Write procedures and standards - never enough on its own
Prepare training material
Build prototype database
Obtain software packages if necessary
Train Coordinators, i.e. 'build' the staffing infrastructure
Remember that what you should aim to deliver are complete solutions. That means training, procedures support services, etc. Having these things ready makes the next stage possible.
