         Web services are more than just technology; they need to be viewed from many angles, including IT strategy, outsourcing strategy, and business strategy

         A phased approach to Web services should include internal deployments, external deployments with prearranged business partners, and finally external deployments with dynamically discovered business partners.

         Return on investment for Web services should be measured not only on hard-dollar benefits such as revenue generation and cost-reduction but also on hard-to-quantify factors such as increased business agility, increased competitive advantage, increased migration towards the virtual enterprise, customer satisfaction, and the ability to deliver solutions that were previously too complex to justify.

Return on Web services investment = Tangibles + Intangibles = (Increased IT productivity + Increased business revenues) / (IT costs) + Increased business agility
