Choosing the right frame rate for a Flash movie can be a tricky proposition. There's so much to consider. If you want a universal answer, though, go with 12 (Flash default). It's going to work for just about every situation. If you want a better answer than that, you'll need to choose a rate that is going to be the best for your audience. It also depends on what kind of content you are publishing. For example, if you are publishing to a QuickTime video file for use in video production, you'll want to set your frame rate to 30fps. Here are some of my recommendations:

Of course, these are just recommendations. You should determine your ideal frame rate by testing your content for your audience. If all else fails, fall back on 12.
