As you've seen so far, a raster background layer, created when you open a new image with a nontransparent background, is a little different from the other layers . First, it is always the lowest layer in the stack. Second, it does not have opacity control like the other layers. If you want to control the opacity or transparency of the background layer, you must first promote it to a regular raster layer.
