When you have an employee who is not meeting the minimum requirements of the job, it is certainly time to get HR involved. However, if you wait until then, it may be too late to do anything to reverse the performance of the employee. The most successful HR policies start out with a general belief that every employee is valuable to the organization. At the same time, progressive HR managers recognize that an employee's performance may at times start to move on a downward track. When this starts to happen, the HR policies should be structured to do everything possible to get the employee's performance back on track and moving in the upward direction. Given today's job market for software development skills, improving a poor performer who has the necessary skills can be much easier than hiring to replace that individual.
